The most comfortable time for Umrah is November to February, when Makkah is 25–30°C. The most rewarding is Ramadan — an Umrah in Ramadan equals a Hajj in reward — especially the last ten nights. The cheapest is June to August, right after Hajj, when it is very hot but quieter.
